When installing the Micro Focus Cobol License Manager the installation program appends a record to the end of the /etc/inittab file to start up the license manager and the unique string that is used is five characters long (it inserts "mflmf"). This unique value can only be four characters so you'll need to change it to "mflm" in order for the lincense manager to start up upon system start.
